IRCC updates and Canada immigration news, as it's announced

Every IRCC news release, backgrounder, statement and notice from Canada.ca, added here within minutes of publication. When a change affects applicants, our licensed team explains what it means and what to do next, starting with the Express Entry changes that take effect on November 3, 2026.

Express Entry, November 3, 2026New CRS points for high-wage jobs, and no LMIA for qualifying job offers

Our plain-language summary of IRCC's backgrounder of October 16, 2026, and the updated Express Entry job offer guidance. Numbers are IRCC's.

Short answer

From November 3, 2026, Express Entry candidates can earn up to 100 CRS points for a job offer in a high-wage occupation, or up to 70 extra points for Canadian work experience in one. A qualifying job offer no longer needs an LMIA. IRCC says profiles will be recalculated, which can take up to two weeks, and invitation rounds pause while that happens.

Takes effect November 3, 2026

What IRCC is changing, and how the new points add up

–days to go

What changes on November 3

  • New CRS points for a qualifying job offer, or for Canadian work experience, in an occupation whose median wage is at least 1.3 times the national average median wage.
  • A qualifying job offer no longer needs a Labour Market Impact Assessment (LMIA) to earn points. An LMIA also stops adding points or priority on its own.
  • A temporary public policy removes LMIA requirements for job offers used to meet Federal Skilled Worker or Federal Skilled Trades eligibility, for candidates invited on or after November 3 who meet its conditions.
  • The job offer can be for a new or existing position with any employer. An IRCC officer still decides whether it is genuine.

Rules that limit the points

  • Work experience points and job offer points are not combined. If you qualify for both, you get whichever is higher.
  • The labour market integration factor is capped at 150 points without an accompanying spouse or partner, and 140 with one.
  • Canadian work experience generally has to be from the last 10 years, in Canada, in a TEER 0, 1, 2 or 3 occupation.
  • A qualifying job offer must generally be full-time, continuous work for at least one year after you become a permanent resident. A revoked offer no longer counts.
  • More points do not guarantee an invitation. Each draw still has its own cut-off score.

Points for a qualifying job offer

Occupation wage levelCRS points
At least 2 times the median wage100
At least 1.5 times the median wage70
At least 1.3 times the median wage50

Extra points for Canadian work experience

At least 12 months in occupations atExtra points
2 times the median wage+70
1.5 times the median or above (combined)+40
1.3 times the median or above (combined)+20

The extra points sit on top of the regular points for years of Canadian experience (up to 80 for 5 years), so Canadian work experience can reach 150 points in total.

How an officer checks a job offer

  • The employer actively runs the business the offer is for.
  • The offer matches the employer's reasonable staffing needs.
  • The employer can meet the terms of the offer.
  • You are qualified, able and likely to take the job.
  • The employer has followed federal and provincial employment and recruitment laws.

What to do before November 3

  1. Find your NOC code

Use the 5-digit National Occupational Classification code that matches your actual duties, not just your job title.

  2. Check its wage level

Look the code up in IRCC's high-wage occupation list. Level 1, 2 or 3 decides whether a job offer is worth 100, 70 or 50 points.

  3. Add the job offer to your profile

IRCC asks candidates with an offer that isn't in their profile to add it before November 3: start date, employer name and address, and the NOC code.

  4. Follow IRCC's LMIA field workaround

Until the online form changes, IRCC says to select that you have a positive LMIA and use its sample entries if you don't have one: number 00000, issued 2026-01-01, expiring 2029-01-01. Confirm on IRCC's page first.

  5. Have the written offer ready

It must be recent, in writing, and list pay, deductions, duties, hours and conditions. A work permit, even an open one, is not a job offer.

  6. Plan for a short draw pause

IRCC says recalculating profiles can take up to two weeks and invitation rounds pause during that time. Keep your language tests and documents valid.

QuestionsFrequently asked questions about the IRCC changes

What is changing in Express Entry on November 3, 2026?

IRCC is adding CRS points for Canadian work experience or a qualifying job offer in a high-wage occupation, and removing the LMIA requirement for qualifying job offers used for points and for Federal Skilled Worker or Federal Skilled Trades eligibility.

Do I still need an LMIA for an Express Entry job offer?

From November 3, 2026, a qualifying job offer does not need an LMIA to earn the new points. A temporary public policy also exempts candidates invited on or after that date from LMIA requirements for job offers used to meet Federal Skilled Worker or Federal Skilled Trades eligibility, if they meet its conditions. An LMIA no longer adds points on its own.

How many CRS points is a job offer worth after November 3?

100 points if the occupation is at least 2 times the median wage, 70 points at 1.5 times, and 50 points at 1.3 times. Job offers in occupations below 1.3 times the median do not earn these points.

What is a high-wage occupation?

An occupation where the median wage of everyone in Canada working under that NOC code is at least 1.3 times the average median wage of the whole workforce. IRCC's list has 186 NOC codes split into three levels, based on 2023 to 2025 data from Job Bank, the Labour Force Survey and the Census.

Can I get points for both a job offer and Canadian work experience?

No. If you qualify for both, IRCC gives you whichever option is worth more. The labour market integration factor is capped at 150 points without an accompanying spouse or partner, and 140 with one.

Will Express Entry draws stop after November 3?

IRCC says recalculating existing profiles may take up to two weeks and that invitation rounds pause during that time. Draws are expected to resume once the recalculation is done.

What should I do before November 3?

If you have a job offer that is not in your Express Entry profile, add it before November 3, 2026, with the start date, employer name and address, and NOC code. Until the online form changes, IRCC's instructions say to select that you have a positive LMIA and use its sample entries if you do not have one. Check that your NOC code is on the high-wage list.

Is IRCC merging the Federal Skilled Worker, Canadian Experience and Federal Skilled Trades programs?

It is under consideration only. IRCC's consultation report of October 15, 2026 records feedback on merging the programs, but no decision has been made. Any change would first be published in the Canada Gazette, Part I.
