Canada offers two dedicated permanent residency (PR) pathways for eligible Hong Kong residents under a temporary public policy. These streams support those who have either studied at Canadian institutions or gained recent Canadian work experience.

Stream A: In-Canada Graduates

For Hong Kong residents who graduated from a Canadian Designated Learning Institution (DLI) in the last 3 years:

1. Must hold a diploma (min. 2 years) or degree (associate, bachelor’s, master’s, PhD)

2. Have valid temporary resident status and be physically present in Canada

3. Meet minimum language requirement (CLB 5 in English or French)

Stream B: Canadian Work Experience

For Hong Kong residents with at least one year of full-time skilled work experience in Canada in the last 3 years:

1. Requires a post-secondary credential (Canadian or foreign)

2. Must be legally residing in Canada

3. Language proficiency: CLB 5 (English/French)

Family & Application Details

1. Spouses, partners, and dependent children may be included

2. Applications must be submitted online before August 31, 2026

3. Must meet general admissibility standards
