PGWP Update: IRCC Adding Language Proficiency Field to Post-Graduation Work Permit Applications

International students in Canada planning to apply for a Post-Graduation Work Permit (PGWP) should pay close attention to a new update from Immigration, Refugees and Citizenship Canada (IRCC).

IRCC is now added a dedicated “Language Proficiency” field to the online PGWP application portal. This change comes after many students faced confusion while submitting their language test results under the wrong section of the application and was not able to submit.

For many graduates, this small update could make a big difference in avoiding delays, refusals, and incomplete applications.

Why Is IRCC Making This Change?

When Canada introduced new PGWP language requirements on November 1, 2024, the online portal was never properly updated to reflect the new rules.

As a result, students had to upload their IELTS, CELPIP, PTE, TEF, or TCF test results under the “Client Information” section because there was no dedicated upload option available.

This created major confusion.

Many applicants assumed the language test was not required or forgot to upload it entirely. Unfortunately, several PGWP applications were refused because the language proof was missing.

Now, IRCC has acknowledged the issue and confirmed that a dedicated upload field is being added to simplify the process.

What Are the Current PGWP Language Requirements?

As of November 1, 2024, most PGWP applicants must submit proof of English or French language proficiency.

The required score depends on the level of study completed in Canada:

Degree Programs (Bachelor’s, Master’s, PhD)

Students must show:

  • CLB 7 in English, or
  • NCLC 7 in French

College Diplomas, Certificates, and Non-Degree Programs

Students must show:

  • CLB 5 in English, or
  • NCLC 5 in French

These scores must be achieved in all four language abilities:

  • Reading
  • Writing
  • Listening
  • Speaking

Which Language Tests Are Accepted?

IRCC currently accepts:

  • IELTS General Training
  • CELPIP-General
  • PTE Core
  • TEF Canada
  • TCF Canada

The test results must be less than 2 years old at the time of application.

Important: Don’t Ignore the Upload Field

Some reports indicate that the new language upload section may still appear under “Optional Documents” in the portal. However, for most applicants, the language test is absolutely mandatory.

Just because a document appears “optional” online does not mean IRCC considers it optional under immigration law.

If you are required to provide language results and fail to upload them, your PGWP application could be refused.

Who Is Exempt?

You may be exempt from the language requirement if:

  • You applied for your PGWP before November 1, 2024, or
  • You graduated from a PGWP-eligible flight school.

What This Means for International Students

This update shows that IRCC is finally addressing one of the biggest technical problems students faced with PGWP applications over the last year.

For future applicants, the new language proficiency field should make the process:

  • clearer,
  • more organized,
  • and less stressful.

However, students should still carefully review document checklists before submitting their applications.

Even a small missing document can lead to serious delays or refusals.
