However, it is important to understand one key point: a Red Seal itself is not an immigration program and does not automatically give you permanent residence. Instead, it can demonstrate recognized trade qualifications and support your eligibility for immigration programs such as Express Entry and certain provincial pathways.

As of 2026, Ontario’s immigration programs have also undergone significant changes, making it especially important for skilled trades workers to understand which pathways are currently available.

What Is a Red Seal?

The Red Seal Program is Canada’s national standard for skilled trades. A Red Seal endorsement is placed on a provincial or territorial trade certificate after a tradesperson successfully passes the Red Seal examination. It demonstrates that the individual has met the national standard for that trade and helps facilitate mobility across participating Canadian jurisdictions.

The Federal Skilled Trades Program can be particularly relevant for experienced tradespeople.

To qualify, applicants generally need at least 2 years of full-time work experience, or an equivalent 3,120 hours, in a qualifying skilled trade within the five years before applying. The work experience must meet the applicable NOC requirements and must be paid work.

Applicants also need to meet the required language levels in English or French.

One major advantage of the Federal Skilled Trades Program is that there is no formal education requirement. However, education can still help improve your Express Entry ranking. Foreign education can contribute to your ranking when supported by an Educational Credential Assessment, while eligible Canadian education can also provide additional points.

A qualified candidate may therefore use their skilled trade experience, language results, education and other factors to enter the Express Entry pool.

Job Offer or Certificate of Qualification

For the Federal Skilled Trades Program, applicants generally need either:

  1. A valid full-time job offer for at least one year, or
  2. A certificate of qualification in the skilled trade issued by a Canadian province or territory.

This is where trade certification can become especially important.

A Red Seal endorsement demonstrates that a tradesperson has passed the national Red Seal examination, but candidates should still carefully review the specific certificate-of-qualification requirements applicable to their trade and immigration application.

Can International Tradespeople Get a Red Seal?

Potentially, yes.

Internationally trained tradespeople may be able to have their previous training and work experience assessed in Ontario. Ontario provides a Trade Equivalency Assessment process through which internationally trained tradespeople can have their skills and experience assessed against the requirements of an Ontario apprenticeship program.

If the requirements are met, the individual may qualify to challenge the applicable certification examination.

The Red Seal examination is administered through provincial and territorial apprenticeship and certification authorities. Requirements can differ depending on the trade and the applicant’s circumstances.

For an international tradesperson working in Ontario, obtaining the appropriate Ontario trade certification and, where applicable, Red Seal endorsement can therefore be an important professional and immigration strategy.

What About Ontario’s Skilled Trades Immigration Pathway?

This is an important 2026 update.

Ontario previously operated an Express Entry Skilled Trades Stream under the Ontario Immigrant Nominee Program (OINP). However, Ontario’s immigration program redesign in June 2026 closed the existing Express Entry Skilled Trades stream along with several other OINP streams.

Therefore, applicants should not assume that the former OINP Express Entry Skilled Trades Stream is currently accepting new applications.

Ontario introduced the new Ontario Workforce Priority Stream as part of its first phase of OINP redesign. The province states that the new stream is intended to streamline pathways for people with arranged employment in Ontario and includes pathways for job offers across all NOC TEER levels.

This means skilled tradespeople should assess their eligibility under the current Ontario immigration framework rather than relying on older information about the former OINP Skilled Trades Stream.

Why Red Seal Can Still Be Valuable for Ontario Tradespeople

Even though Red Seal is not a direct PR program, it can provide several advantages:

A Red Seal demonstrates that a tradesperson has met a nationally recognized standard for their trade.

2. Greater Labour Mobility
